My sincere condolences to Francine’s family. Through my former job as director at SDV&SAS in Mount Vernon for 19 years, I had the pleasure of knowing Francine when she worked at the courthouse. She was so wonderful with people…always caring, helpful and informative. She always seemed upbeat and happy and greeted people that way. I enjoyed the opportunity to chat with her on many an occasion. Such a lovely lady. She will be missed.
