Richard Donald Phipps, 78, of Burlington, Washington passed away Monday April 15, 2024, peacefully with his loved ones by his side.  Richard was born January 23, 1946, in Burlington, WA to Donald & Leona Phipps.  He attended Burlington-Edison High School and graduated in 1964.  Richard attended Skagit Valley College where he graduated with an Associate Degree.  After college, Richard joined the military where he served four years in the Air Force.  In the winter of 1967, he met Suzanne while he was stationed in Oregon.  The couple knew it was love at first sight and married shortly after in 1968.  Richard and Suzanne made their home in Burlington, where Richard worked for Contel Telephone Company, where he later retired.  In 1972, the couple had their first child, Jason.  Three years later they had Jennifer, and their family was complete.

Richard is survived by his wife, Suzanne Phipps; children, Jason (Marcy) Phipps, Jennifer (Kevin) Korthuis; sister, MaryAnn (Ron) Power; grandchildren, Walker Phipps, Carson Phipps, Eliza Korthuis and Emma Korthuis.

Richard is preceded in death by his parents, Donald and Leona Phipps; sister, Elaine Routon.
